Overview
- Tier One Technologies is looking for an Oracle DBA/ETL Developer to support a US Government client.
- This project requires subject matter expertise in database administration and ETL support services to assist the Data and Analytics Service (DAS) team in continuing to operate reporting capabilities and predictive models based on key indicators that determine potential risk and behavior patterns within specific segments of the data population. This contract will build upon current data gathering and analysis capabilities to address existing and newly identified challenges.
- These tasks require specialized experience in designing, creating, and implementing services that support data warehousing and archiving strategies, incorporating the design for end-user access to the data warehouse, data cubes, and associated business intelligence tools.
- The engagement aims to deliver technical services, solutions support, and knowledge transfer to client staff, especially in the Oracle Data Warehouse Administration and Maintenance, ETL end-to-end process, and Oracle Fusion Middleware components configurations.
- This is a 1-year, onsite contract position with the potential for a 4-year extension.
- The work will be performed at the client office in Washington, DC: 8:00 AM - 4:30 PM EST, Monday through Friday.

Responsibilities
- ODAS Oracle Enterprise Database System Capacity Planning and Installation, Setup, and Configuration, as well as user management - install, configure, and support ODAS applications based on the Oracle data warehouse system designed to support ODAS operations.
- ODAS Enterprise ETL Solution – perform a daily operation of a data extraction/refresh process from the government's data systems to ODAS (OIG Data Analytical System) data warehouse systems using an “end-to-end” automated ETL solution.
- ODAS Data Refresh Solution and ODAS BI Publisher Reports Support – perform a daily operation of a data refresh process for application specific systems, such as ODAS BI Publisher or on-demand data refresh to ODAS data warehouse systems using an “end-to-end” automated ETL data refresh solution.
- Documents Deliverable - provide a comprehensive set of documents for the ODAS ETL process, Oracle Data Warehouse, including Middleware components, ODAS Applications mentioned above in each of the stages of SDLC, as well as user and administrator reference manuals.
- Implement Oracle and Linux security with Shell programming, MS Share Point, and MS Office, as well as Oracle WebLogic configurations and operations to manage Oracle OAM, OUD, and BI Publisher.
- Research and perform system analysis to allow for a fully functional big data system and unstructured database, including feasibility studies of social media.
- Assist in implementing the version upgrade, changes, and patches in silent mode for the Oracle Grid Infrastructure, RAC Database (including Advanced Security features), Oracle Fusion Middleware (including Oracle WebLogic Server, Oracle HTTP Server, Oracle Access Manager, Oracle Unified Directory, Oracle Business Intelligence Enterprise Edition, and Oracle Cloud Control), Oracle Database Vault, and all standard components of each application.
Qualifications
- Bachelor’s degree in computer science, Information Technology. Or equivalent.
- 6+ years of experience as a Subject Matter Expert in Database Administration and ETL with experience in Oracle data loading tools, including, but not limited to, SQL*Loader and Data Pump, as well as Windows and Linux scripts for loading automation.
- Extensive knowledge and experience in SQL programming using query tools such as SQL Plus/Scripts, PL/SQL, and Toad.
- Extensive knowledge and experience in Oracle data loading tools, including, but not limited to, SQL*Loader and Data Pump, as well as Windows and Linux scripts for loading automation.
- Extensive knowledge and experience in SQL programming using query tools such as SQL Plus/Scripts, PL/SQL, and Toad.
- Extensive knowledge and experience in Oracle tuning, including SQL tuning/optimizing to ensure the response time and throughput, as well as Oracle statistics generation to improve the performance of the Oracle optimizer.
- Demonstrated knowledge of terminology, usage, and operating characteristics of information systems' hardware, software, and operating system components within the client-server and web environment.
- Ability to perform the SDLC (Software Development Lifecycle) process, including business process flow analysis, defining detailed requirements and technical design documentation for development, and performing the system and integration tests, specifically for the ETL business requirements.
- Ability to analyze and evaluate moderate to highly complex information systems by being able to interpret such devices as Entity-Relationship Diagrams, data dictionaries, record layouts, and logic flow diagrams.
- Ability to interact with end users and monitor the operations of ODAS systems.
- Ability to create SOP (Standard Operating Procedures) and follow the SOP daily to maintain the high availability of ODAS systems.
- Ability to coordinate with OIG system administrators and DAS staff to deploy application(s) to ODAS systems.
- Ability to provide guidance and instructions to a team of junior-level staff members.
- Ability to translate OIG project requirements into detailed system/design requirements, to include providing alternatives, recommendations, and assistance to management and staff.
- Ability to design, install, configure, implement, and integrate the full range of Oracle data warehouse on RAC including ASM on SAN, Oracle Fusion Middleware components (Oracle Access Manager, OAM, and Oracle Unified Directory, OUD for 2FA Smart Card authentication, and BI Publisher reports), and Oracle cloud control with capacity planning and security implementation including Oracle TDE/Wallet and Database Vault rule sets.
- Ability to define and implement the secured network data files transmission with SAIG message class/TDClient, SFTP, and VPN NetScaler.
- Ability to process the full range of end-to-end ETL processes starting with source data files evaluation and transmission, encryption/decryption (PKI/GPG commands), conversion (PERL), data loading (TOAD data point/for Oracle, Oracle Import/Export, Oracle SQL*Loader, Oracle SQL*Plus, Oracle Scripts/PL SQL) as well as data reconciliation to trace the scheduled and prioritized ETL tasks.
- Excellent communication skills.
- Must be a U.S. Citizen and able to obtain a Position of Public Trust Clearance.
- Must be able to pass drug screening, criminal history, and credit checks.
- Must have resided in the United States for at least 3 of the last 5 years immediately prior to the start of performance on this contract or have worked for the United States overseas in a federal or military capacity, or be a dependent of a federal or military employee serving overseas.
