Overview

  • Tier One Technologies is looking for an expert Oracle Developer with extensive experience in IT Testing to support our US Government client.
  • This hybrid contract-to-hire position will be located in Merrifield, VA.
  • All candidates must be US citizens.
  • SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.

Responsibilities

  • Oversee the systems development life cycle (SDLC) process including business needs analysis, requirement gathering, information system architecture, design, integration, implementation, QA, deployment, and production maintenance.
  • Create and maintain project plans and schedules, set milestones, assign resources, and identify/mitigate risks to ensure successful execution.
  • Manage activities of vendors providing hardware and software solutions related to the project.
  • Coordinate major releases with local and remote deployment support teams, as well as briefing customer group representatives on new features and changes.
  • Interface with customer groups to understand business needs and drive effective requirements gathering.
  • Manage iterations of design, implementation, and deployment efforts. Keep customers engaged to ensure that the final work product meets customer expectations.
  • Review proposed new features and connectivity to provide feedback on feasibility and potential impact
  • Synthesize customer contractual needs and requirements into system test solutions that acknowledge technical, schedule and cost constraints.
  • Develop and direct preparation and execution of comprehensive test plans, procedures and schedules for completing systems.
  • Coordinate integrated testing activities.
  • Review and evaluate test requirements to ensure completeness of test program.
  • Perform technical analysis of complete systems and prepare comprehensive system level evaluations.
  • Develop, modify, apply, and maintain standards for software quality operating methods, processes, systems and procedures.
  • Conduct software inspection, testing, verification and validation.
  • Implement software development and maintenance processes and methods.
  • Ensure measures meet acceptable reliability standards.
  • Develop overall operating criteria to ensure implementation of the software quality program according to project, process and contract requirements and objectives.
  • Ensure that project and process control documentation are compliant with requirements, objectives and/or contract.
  • Review software design, change specifications, and plans against contractual and/or process requirements.
  • Review applicable specifications, materials, tools, techniques, and methodologies.
  • Perform or directs verification of software requirement allocations, traceability, and testability.

Qualifications

  • Bachelor's degree with 12+ years of experience or Master's degree with 9+ years of experience.
  • Expertise in analyzing and developing software requirements, along with providing comprehensive QA software testing skills to ensure the system’s reliability and performance.
  • Proficiency in Oracle PL/SQL development.
  • Familiarity with Agile/Scrum processes.
  • Strong facilitation skills to effectively lead discussion across multiple groups.
  • Excellent communication skills.
  • Must be able to pass a drug screening, criminal history, and credit checks.
  • Must be able to obtain a Position of Public Trust Clearance.
  • Must be a US Citizen.
  • Candidate must have lived in the United States for the past 5 years.
  • Cannot have more than 6 months travel outside the United States within the last 5 years. Military Service excluded.
