Overview
- Tier One Technologies is seeking a Sr. Oracle APEX Developer for our direct US Government client.
- This hybrid Contract-to-Hire position will be located in Cleveland, OH.
- SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.

Responsibilities
- Plans, directs, and coordinates all activities associated with creating software across multiple functional areas and products.
- Prioritizes and allocates projects, products, and resources with the assistance of architects and managers.
- Participates in the strategic decisions about technology, definition, and implementation of the software products.
- Directs software development projects to include, ensuring that projects are completed on time and according to quality standards, facilitating communication upward and across project team including project status, justifications for variances and technical information.
- Organizes projects through development of a project plan which includes communication of product goals as defined by top management, definition of project strategy, identification of the roles and responsibilities of key project groups, development of a schedule with key milestones, identification of risks, contingency plans, and allocation of project resources.
- Monitors technology trends such as emerging standards for new technology opportunities.
- Uses expertise to design develop, code, test, and debug software.
- May work in one or several areas, such as equipment or software design, engineering evaluation or test, configuration management procedures, statistical analysis and modeling.
- Works with users to define existing or new system scope and objectives.
- Provides analytical support and technical advice during the conceptualization, development, and implementation phases.
- Plans and schedules new applications systems projects with user, systems software, and computer center operations personnel, including the identification of objectives, time frames, costs, and manpower requirements.
- Performs tasks necessary to ensure the identification and documentation of hazards within software systems using various analysis tools and techniques.
- Reviews and evaluates systems and software for adherence to government or commercial directives, standards, guidelines, and criteria concerning software safety and systems safety.
- Confirms design mitigations are captured in the design and its documentation and verifies implementation.
- May perform as a project lead with the responsibility for the instruction, assigning, direction, and monitoring of the performance of assigned systems developers / analyst working on a specific project.
- Basic design, build or maintenance of software, using authoring or scripting languages, content creation tools, management tools and digital media.
- Identify problems uncovered by testing or customer feedback and correct problems.
- Evaluate code to ensure it is valid, meets industry standards and is compatible with devices or operation systems.
Qualifications
- Bachelor's degree in computer science or equivalent training required.
- 8-10 years of Oracle related experience.
- 3-5 years of Oracle APEX experience.
- Strong knowledge of Oracle DBMS 12c or higher.
- Advanced knowledge of PL/SQL.
- Proficiency with Oracle Reports.
- Familiarity with JavaScript and HTML.
- Development experience in an AGILE Methodology.
- Excellent communication skills.
- Ability to obtain a Position of Public Trust Clearance.
- Must be a US Citizen (no dual citizenship).
- Must not have traveled outside the US for a combined total of 6 months or more in the last 5 years.
- Must have resided in the US for the last 5 years.
